Are they not using 3-phase AC in Haiti?

I found this Image on Wikipedia https://commons.wikimedia.org/wiki/File ... _Haiti.png what shows two power lines (30-60 kV I think) with 8 cables on each pylon, like a traction power line. As I know there was no electric rail in this country, these towers likely serve public electrification.

So what is this? 4-Phase-AC? HVDC?
