This device was not installed when the pylons were built. An older picture of the line on https://commons.wikimedia.org/wiki/File ... usen_1.jpg does not show it! I believe it was installed at the same time when the communication cables on the pinnacle were replaced.

The powerline Kupferzell-Stalldorf-Grafenrheinfeld running northward after Tower 63. Until 2022 the ground conductor of these towers carried a garland-like communication cable. It is planned to install a further 380 kV-circuits on these towers in near future.

The first towers of the future 380 kV-branch to Birkenfeld substation are still without conductors. They will not only carry 380 kV-circuits. Their lowest crossbar will be used for the 110 kV-line Mühlacker-Karlsruhe of the German railway company and replace the existing line.
